About the Energy Corridor District
The Energy Corridor District (District) is an advocate for one of Houston’s premier business centers. The District is seeking a self-motivated, energetic, and proven professional to serve as Transportation and Mobility Coordinator.
The District is a governmental entity established in 2001 by the Texas Legislature as Harris County Improvement District #4. Since its inception, the District has worked tirelessly to enhance the community’s quality of life and sense of place by implementing transportation and mobility, public amenities, infrastructure, public safety, urban design, and business development initiatives in one of Houston’s most important employment centers. The District consists of over 2,000 acres, stretching along IH-10 from Kirkwood Road to west of Barker Cypress Road, and extends south along Eldridge Parkway to south of Briar Forest Drive. It is a bustling and professional area with great employment opportunities, access to countless restaurants and many amenities, including parks and shopping areas.
Under the direction of the Executive Director, the Transportation and Mobility Coordinator will have comprehensive knowledge of urban transportation planning and a track record of working collaboratively with local, state, and federal agencies, as well as other stakeholders to research, plan, and execute transportation strategies that address the needs of the District. The successful candidate will play a major role in shaping the future of regional transportation planning activities and act as the District’s transportation and mobility advocate.
The duties of the Transportation and Mobility Coordinator include, but are not limited to:
Transportation and Mobility Initiatives
- Lead advancement of the District’s transportation initiatives including:
- Implementation of a District Circulator
- Implementation of commuter services to the District from suburban areas and other regional and strategic transportation hubs
- Communications support of METRO Houston’s Addicks Park and Ride, vanpools, and other District travel modes
- Assessment of the District’s grid to support multiple modes of travel
- Development of District-wide travel demand management strategies
- Support improving connectivity to and from the District’s parks and open space.
Analysis and Strategy Development
- Facilitate organizational assessments of the District’s transportation needs, establishing related priorities, making recommendations thereto, and tracking
- Gather and provide statistical analysis; validate and interpret data from surveys, traffic modeling software, geographic information systems, and demographic and economic database sources.
- Understand transportation and mobility funding flows to region, methods to access funding, and grant recipient responsibilities.
- Prepare grant proposals on behalf of the District. Where applicable, work in conjunction with consultant(s) to support of such efforts.
Engagement with Partners and Stakeholders
- Collaborate with staff to facilitate transportation and mobility related working groups, community outreach, and review and gather input on current and proposed transportation plans and proposals that impact the District and region.
- Develop and maintain professional working relationships with partner agencies such as Houston Galveston Area Council (H-GAC), METRO Houston, City of
Houston, Texas A&M Transportation Institute, Texas Department of Transportation (TxDOT), Harris County Precinct 3, surrounding counties, and
third-party consultants, as needed.
- Support and collaborate with staff in assisting major employers and other businesses regarding transportation and mobility options, policies, practices, and benefits, as well as education for their District workforce.
This position will also be responsible for performing other related job duties as required.
Essential Qualifications and Skills
- Bachelor’s degree in Urban Planning, Transportation Planning, or a related field is required. Advanced degree is preferred.
- Demonstrated track record of successfully executing complex public transportation projects on-time and within budget.
- Five to seven years of experience in transportation planning with a local, state, or federal agency and/or highly reputable consulting or research firm.
- Strong analytical and research skills including experience using Geographic Information Systems.
- Excellent written and verbal communication skills.
- Great interpersonal skills.
- Ability to build relationships with a diverse group of stakeholders with competing interests.
- Collaborative, well organized, ability to multi-task, act proactively, prioritize work and meet deadlines.
- Excellent reasoning, strong decision-making skills, and the ability to work with minimal supervision.
- Excellent analytical and quantitative skills.
- Accountable. Keen attention to details.
