The goal of the Energy Corridor District’s staff is to provide effective, efficient support services to District programs, including transportation, public safety and fire protection, environmental and urban design, business development, and communications, at the least possible cost to the employers, tenants and owners in the District.

Clark Martinson,
General Manager

Clark has twenty years experience making neighborhoods and business districts come to life. He brings stakeholders and public agencies together to make quality places. His transportation plans enhance and support parkway, highway and transit facilities as well as pedestrian and bicycle improvements. Clark is a member of the American Planning Association, American Institute of Certified Planners, the Urban Land Institute and he is an Associate Member of the American Institute of Architects.

Pat Tiller,
Office and Production Manager

Pat brings many years of expertise in managing an office, coordinating meetings, planning special projects, as well as creating maps, slides, and graphics. Her experience has been with Tenneco, Texaco and Mitchell Energy.

Robert Rayburn, ASLA, LEED AP
Senior Project Manager

Robert is a registered landscape architect with over 30 years experience in sustainable development and resource preservation. He is a native Houstonian who started his career with local landscape architecture design firms before planning and constructing State parks with the Texas Parks and Wildlife Department. Robert is accomplished in planning, design and construction of projects ranging in scale from neighborhood parks to master planned communities. His involvement in all phases of construction and contract administration keeps the District current with TxDOT, METRO, Harris County and the City of Houston Public Works parks and trails projects. Robert is currently managing a partnership with the National Park Service to develop a West Houston Trails Master Plan that would provide alternative transportation connectivity and outdoor recreation opportunities. Robert is an ISA certified arborist, LEED AP, a past board director with the Park People, current board director with the Bayou Preservation Association and active steering committee member of the Houston Land and Water Sustainability Forum. On evenings and weekends, Robert serves on the Little League District 16 staff, and volunteers as a Little League official sharing his love of baseball.

Katherine Wallace,
Finance and Economic Development Manager

Katherine manages the business development and community relations initiatives for the District. She has twenty-two years of commercial property experience managing a diverse number of properties in several areas of Houston. Her most recent assignment was located in WestLake Park at 2 WestLake. She is a licensed real estate broker and certified Real Property Administrator through the Building Owners and Managers Institute. During her tenure in property management, she was responsible for tenant relations, solving problems, maintaining open communications, developing newsletters and coordinating special events.
