Energy Corridor District - Board of Directors

David W. Hightower, CCIM, CRE, President, Board Chairman
Mr. Hightower is Executive Vice President and Chief Development Officer of Wolff Companies, a real estate investment and land development company based in Houston. David is active in various industry, community and civic activities including the Steer Auction Committee of the Houston Livestock Show and Rodeo; and member and past vice president of the Leadership Houston Association.

Robert B. Halick, Vice President
Mr. Halick is the Director of Property Management for Stream Realty Partners. Additionally, Robert is an active member of the Building Owners and Managers Association, the CCIM Institute and the Institute of Real Estate Management.

E. Alan Cochrane, Investment Officer 
Mr. Cochrane is Project Manager for Ned S. Holmes Investments, Inc. He has held this position for 24 years. Alan is active in various community and civic activities including the Woodland Heights Civic Association and the Lone Star Hiking Trail Club.

Steve Moskowitz 
Mr. Moskowitz is Director, Houston and West Coast Properties for ConocoPhillips, an integrated energy company based in Houston. Steve is an active member of the International Facility Management Association and the Safety Advisory Committee of the BP MS 150. Additionally, Steve is a board member of the West Houston Association and President of the Facility Management Industry Advisory Council at Texas A&M.

Chuck B. Cervas 
Mr. Cervas is Program Manager, WestLake Campus Redevelopment Program, for BP America Inc. He has over 24 years of experience with BP and the petroleum industry. Previously he was the Regional Director, Design and Construction for the Americas and Caribbean, and for the Torres Atlantico Project in Luanda, Angola. He has strong technical experience in engineering design, project management, process safety management, information technology, office design and construction, workplace innovation, and BP's Capital Value Process. Chuck enjoys golfing, jogging, attending sporting events, and singing as a member of the acapella music group 'The American Spirit Singers.'

Steve L. West, Secretary/Treasurer
Mr. West is the Director of Leasing in Houston for Granite Properties. Steve is an active member of the National Association of Industrial and Office Properties, the Downtown Houston Association and the Urban Land Institute. Additionally, Steve serves on the Municipal Utilities District Board for Glenloch Farms Subdivision in Northwest Houston.

Peter Johnston 
Mr. Johnson is Senior Vice President of Development and Investments for Transwestern, a national commercial real estate firm. His primary responsibilities are project management and generation of new development opportunities. Pete has over 25 years of experience in all aspects of commercial real estate including leasing, management and investment sales.

Tim Milligan
Mr. Milligan is the Site Manager for Shell Real Estate at the Woodcreek campus, a property that consists of 90 acres, 11 buildings, and 1.1 million square feet, with a population of 3,000. This facility serves as home to Shell Exploration and Production for the Americas. During his career, Tim has managed commercial and corporate real estate across the Houston region in excess of a cumulative 30 million square feet. Tim is a member of CCIM, IREM and BOMA, and is a Certified Property Manager. 

Gerry Leutner

Mr. Leutner currently serves as Facility Manager, West Houston and Brookhollow for ExxonMobil Chemical. Gerry holds a Bachelor in Business Administration from Temple University and Masters in Business Administration from Penn State.
